Grant overview

AARP® and OptumLabs® are pleased to announce the 2021 AARP Quality Measure Innovation Grant. This web page contains important information and resources to help you apply for a grant.

Goal. AARP aims to improve the health of older Americans by systematically evaluating and ensuring meaningful measurement of health care delivery to ensure it is both equitable and high-quality. This RFP encourages proposals of either new health equity measures or new methods broadly applicable to existing quality measures or frameworks.

Grants. The two winning proposals will each receive a grant of up to $150,000 to support direct and indirect costs. In this cycle, AARP will sponsor either measure development or approaches to advance measurement science that aim to reduce health care disparities and/or improve health equity. 

Awardees will have access to OptumLabs distinctive data assets and/or analytical expertise to support research of their proposal. Awarded teams may also have the opportunity to present at future OptumLabs events.

Collaboration. Access to the OLDW requires applicants to partner with a current OptumLabs partner organization. For a complete list of partners, please visit our website.

Timing. Brief proposals (3–5 pages only) are due by July 23, 2021. The selection committee will invite a subset of applicants to submit full proposals. Full proposals are due on September 17, 2021. 

AARP will announce the two winning proposals at The Gerontological Society of America's 2021 Annual Scientific Meeting in November 2021. See below for other key dates.

Data overview

OptumLabs is a collaborative research and innovation center founded in 2013.

Our core linked data asset is the OptumLabs Data Warehouse (OLDW), which contains de-identified, longitudinal health information on enrollees, representing a diverse mixture of ages, ethnicities and geographical regions across the United States.

The claims data in OLDW includes medical and pharmacy claims, laboratory results and enrollment records for commercial and Medicare Advantage enrollees. The EHR-derived data includes a subset of EHR data that has been normalized and standardized into a single database.

AARP grant awardees will also have the opportunity to apply for use of Centers for Medicare and Medicaid Services (CMS) Medicare Parts A, B & D claims data linked to OLDW.*

*Use of CMS Medicare data is subject to approval from and under the regulations set by CMS and managed via the Research Data Assistance Center (ResDAC) process.
